FCC Chairman Tom Wheeler detailed his plan to reclassify ISPs as common carriers under Title II of the Telecommunications Act. He did it in an article on WIRED. He wrote that "These enforceable, bright-line rules will ban paid prioritization, and the blocking and throttling of lawful content and services." Surprisingly, Wheeler's proposal also includes wireless networks.
